OOPSLA is a broad conference, not only OOP anymore

https://en.wikipedia.org/wiki/OOPSLA. As far as I know there is no specific 
C++ track or anything, but I have not followed what they are doing in years. I 
have mentioned it as it is one of the big conferences that has some focus on 
programming languages.

I have never done it with IEEE, but have done it once or twice with ACM, 
though. It has been a while, so I do not remember the details, Bradley (SFC) 
might have some paper trail, however.
